Comprehensive Growth Management Planning

The CSA International staff has extensive experience assisting local governments prepare long-range comprehensive plans that address issues relative to land use, transportation, environment (coastal management and conservation) infrastructure (e.g., potable water, sewer, solid waste, stormwater management, aquifer recharge), recreation and open space, intergovernmental coordination and capital improvements. We have assisted local communities evaluate the effectiveness of their comprehensive plans and recommend ways to adjust their plans to accommodate changing conditions. Other activities have included:

  • Development approvals
  • Grant writing and administration
  • Ordinance preparation
  • Pre-disaster mitigation planning
Geographic Information Systems (GIS)

CSA International has worked with communities to implement GIS. While small and medium communities have limited financial resources, they like the larger local governments desire better management tools to enhance their institutional capabilities to plan for the future and develop sound, rational programs to address issues facing their communities. CSA has been working with several communities to develop relative inexpensive GIS programs. Activities have included:

  • Needs assessments
  • Data base development
  • Mapping
  • Training
  • Funding
Environmental Management

Over the years, CSA has developed expertise and considerable experience in environmental management. A major focus has been in the arena of water quality. However, CSA has assisted a number of communities in addressing coastal management issues. They have included land use and development intensities, protection of natural resources, beach erosion, and hurricane evacuation.
